It's early morning, just past dawn, just past sunrise, midsummer in the Outer Banks. The breeze is beginning to rustle the grass on the dunes, and to twist the halyards around the masts of two catamaran sailboats. Soon recreational boaters will heave the catamarans to sea, hoist the sails, and enjoy a day of cruising the Atlantic Ocean waters of North Carolina.
